Define what the existing opening does
A small basement window may provide light or ventilation without being an emergency escape opening. Explain whether you want repair, a new well, replacement glazing, or a full conversion to an escape system. Those are different projects.
Check the opening and surrounding grade
Include the entire wall, frame, exterior well, cover, and drainage observations in your photos. Deteriorated components, accumulated debris, and water entry deserve attention before a replacement is selected.
Do not assume a replacement changes the room approval
A like-for-like window replacement does not establish that a basement is suitable for a new sleeping room. Discuss the intended use and any proposed enlargement with the construction authority and project team.
